Default Crusty steering wheel

Hi guys,this is a general question,there is an area of dry crusy vinyl on a steering wheel may be from holding it,i know there are alot of smart people on this forum may be can advise me how to take care of it

There are three possibilities here

1. Deposit on top. Use a safe cleaner Luxol (or similar) and with a soft brush remove the deposit. Repeated application will be better than one time and massive scrub operation.

2. Vinyl is dried up. Needs moisturizer like hide-food ... would need overnight application. Check to make sure it does not leave a slick residue. [If 1 above is the problem then do this after clean-up].

3. Top layer is gone. You may need professional help that may require re-finishing.
