I checked my 05 RX and the door remains locked (even with child lock off). As you have an 08 RX, another posting said newer cars don't do this. Perhaps you can confirm by finding another 08 RX to see if it does the same thing... Now I did notice that the front passenger door car be opened when vehicle is in park (but not the rear doors).

To the OP,
I'm thinking something is wrong with your car if a kid is able to pull the handle to open the lock door. I tried it on three of mine and none would open when the car is lock. That is why when I put my car in drive it automatically lock all doors so to prevent a child doing such thing in the first place. What is the purpose of locking all the doors when the car is put into drive and allow someone to pull on the handle to open it while it moving - hmm. I would definitely ask the dealer to check it out. If it's some kind of features then ask them to turn it off. Also, OP should really need to check out the samish use car on the lot to make sure if the same thing is reproducible. I don't really trust the dealer saying it 'by design'.
