how reliable is carfax ?

Quite true. I'm not sure about Louisiana, but when I lived in Mexico it was quite common for my uncle and cousins to go to the border and pick up vehicles to nationalize. This was not too long after Katrina and my Uncle was keen to recognize vehicles that had flood damage right away (it's not always apparent as the usual indicators), but still several Mexicans were hauling/driving them away for nationalization. My uncle fixed a few Katrina vehicles that had been nationalized and later succumbed to issues as a result of rust or other issue.
