Where is that valve located?
I don't see a replacement part available at rock auto. If it's factory only, what is it called?

It is called "fuel pressure regulator" and it is inside the fuel tank. You can get to it through the floor, withou removing the tank. Attached is a testing procedure.

Boy, was this problem much ado about nothing. Looks like the head Lexus mechanic was wrong (he said battery was fine). I got the battery changed (at Advance Auto Parts - the Autocraft Gold 24F 700CCA) and my puppy is starting up nice now.
Seems like sometimes even the experts are wrong at the simplest things.

I'm really doubting that mine is a battery, but to be scientific, I must test before I can actually rule it out. I have a spare brand new Optima red top. I'm thinking if Just put that in parallel via jumper cables and it starts properly, it should tell me if that is the problem or not?

One easy way to tell if it is the battery, the auto close function does not work on the windows and sunroof. After replacement, they usually have to be reprogrammed. The instructions are in here somewhere.
