Under Tray (lower air dam) Removal

I would like to know how easy it is and also what one may have to do to remove the lower air dam / under tray of the front bumper on a 2nd Gen RX? I have highlighted the bit I am talking about in green in the below picture. I suspect that this would need to be removed if you were installing a lip kit on the front. I am not installing a lip kit but I have an idea that I am toying with, and wanted to check out how difficult this would be to remove? Will I have to remove the bumper? Is it held in by screws? Can it be taken off without resorting to removing the bumper?

I believe this is called the front garnish according to some websites I have viewing. Not sure if this is the whole thing or whether this is the whole bottom part.
