Need some help adjusting RX400 headlight

Hi Everyone,
My wife has been complaining about how her RX400h headlights need adjusting higher. I found the instructions in the owners manual.... but for the life of me I can not find the adjusting 'bolt'. Can anyone describe where it is located?
I have adjusted the philips head screw ( turned it 6x to raise the beam). Next step is to adjust the 'bolt', which I believe adjusts the horizontal axis of the beam. This is the second step listed in the operaing manual. Put i can't find it? On the driver's side, the manual seems to indicate it is located inside the fender??
Hopefully, someone can chime in on the location of this adjusting bolt. Thank you in advance!
