Brake problems?
While shopping and looking at CarFax etc. records I see a lot of repeat occurrences of brake and rotor work on cars under 20,000 miles! Occasionally there are records for multiple services for brakes under this mileage and often after the last one the car goes up for sale immediately.
Is there a problem? Is it possible there are "lemons" with unfixable brake issues?
(This is very strange to me as I have a Highlander Limited with over 79,000 miles and it still has the original brakes.)

There are couple possibilities here. One is that the driver is aggressive and always break very hardly until the last second. Or the dealer is conservative and convince the owner to change pad/rotors even the parts has 50% life. A third possibility is that the original parts are very soft.
I, myself, never had to change pads/rotors within 40k miles. But I never could drive the truck without change pads/rotors until 79k miles.

The only reason I've made it to 79K is due to many years of driving back and forth from LA to Central CA - 1000+ miles a month on average. All clear freeway driving usually.
