I have 2 new plastic cases (the originals both broke) and 2 blank keys. Can I take the blanks anywhere to cut them? I can put the electronics into the new cases. Do the keys have to be programmed?

Keys will have to be programmed and no, not anyone can cut them. They are lasercut keys and require some rather expensive equipment. You can call around to different locksmiths and see if any have the necessary equipment, if not then you'll have to go to the dealer. That said, why can't you just take your existing keys and use them with the new covers?

The new shell had a blank key uncut. While you can moved the innards to the new shell, you need to get the key cut. Lexus key cutter would be the shortest distance to your working key, no need for reprogramming.

If you are re-using the existing chips within the broken keys, no need to reprogram them.
Also, Lexus uses high security cut keys or their proprietary "laser cut keys". Most locksmiths will NOT touch them, only specialties and your Lexus dealer. I learned this the hard way and would have saved so much time and money to have the keys precut using the key code. Just know that for me (Chicago land area) Lexus dealers charge $50 per cut and offer no warranty on the cut if it is not a key bought through them (even if what you have is OEM).
