Brakes either have these combinations:
Rotor, Caliper & Pads or Drums & Shoes.
My 2005 AWD RX330 has both:
Rotor, Caliper & Pads to stop the vehicle when driving.
Drums & Shoes for the Parking Brake.
You need to clarify your post since Rotors & Shoes do not match together.

Since the parking brake on the rx is a small brake drum with shoes built into the rotor for the main brak, double check that the parking brake pedal is not depressed. Or maybe disconnect the parking brake cable at the wheel and see if you can get the rotor on and then put the cable back on..

Was there any problem with the cable from inside the car to the connection to the outside parking brake cables?
Thanks
