Did you use a mutimeter to make sure you are getting some juice? It could be your charger that has an issue. Good luck.

I just purchased a 2004 with same issue. It is the only thing that doesn't function. I used a meter (I am an electrician) and checked fuse, pulled console open and checked wiring at plug behind port. I get nothing.
I am thinking its a fuse that is not correctly listed in the manual.
Still checking it out. The fuse box under the dash is very inconvenient to test.

You motivated me to look again. Found it.
Fuse panel under dash.
15 amp blue fuses.
Pull cover off.
Second row closest to firewall.
from right (pass side) the third one in is the port on the floor.
The fourth one in (just next to it) is the port by the shifter up on the console.
I have a blown fuse on the one by the shifter and I swapped fuses and it now works.
If you have a tester light make a good ground wire from negative term on battery under the hood and connect the tester light to that negative.
You can test fuses without pulling them with the pointer across the back of the fuses.
