Radiator fan turns on. When the ignition is off
Radiator fan turns on. It you turn the key on it shuts off. Take the key out it goes on again. I replaced the COOLING FAN CONTROL MODULEbut I'm still having the same issue.

Is this happening when the car is hot, recently shut off?

When you replaced the fan control module, did you disconnect the battery? I ask because this would reset all the control modules. The reality is that the Engine Control Module is the the unit that tells the fan control unit to turn the fans on.
For some additional information, connect an OBD code reader to the car and get the engine coolant temperature. Maybe the temperature sensor is reporting the incorrect temperature. Check at several different times, like when the engine is cold, after driving, etc.
