You are likely referring to ISS - intermediate steering shaft. Yes, Toyota is known for clunks in them.
Move driver seat all the way back. Lay down on the floor, where driver feet will be. Shine light down under the dash, along the steering wheel column. You WILL see how steering wheel center shaft goes into a thicker "tube". That tube, in its turn, goes into firewall. That is your ISS. It connects to steering wheel shaft, goes through the firewall, and connects to power steering rack.
