That's interesting that it disabled drl. Maybe if the leds were super low resistance, it appeared to some component as a short, like an intelligent circuit breaker that turning drl off then on in techstream reset. No idea!

Got the MTEC DRL+HIGH BEAM LED bubs for $89. The ones intended for the Sienna and Camry. Have them in my 2009 GS350, 2012 ES350, and 2008 RX350. Don't notice any flickering as DRLs and they are bright, but not overly so, and as High beams, they are awesome. Brighter than the OEM HID high beams in our 2015 GS350. For $8 bucks, its more expensive than most others on amazon and Ebay, but its a worthwhile upgrade.

Thanks, so do you think it may be the fuse then? Also whats the best way to to get the techstream without going to the dealer? can that software be downloaded?

No, the fuse was never a factor. Never even came into play. It's more like, as mnewxcv suggested, the low resistance of the LEDs messed up some relay somewhere in a way that killed DRL but that the car's computer couldn't detect. Only turning DRL off and then back on in Techstream worked.

The Techstream software seems to be everywhere. The OBD-II interface cable that I bought,

, contains a link to the software right in the Q&A on the product page and also comes with two versions on a CD. The reviews for that cable contain multiple versions of the instructions to get it all working, including links to various Toyota forums where links to other versions and still more instructions can be found.

Ultimately, I got version 12.0.x to work under Windows 10 32-bit (64-bit introduced other complications). It was literally weeks of on-and-off frustration, three different eval copies of Windows 10, and one Chinese silent movie (no, seriously) before it finally connected to the car and worked. If you already have a working installation of Windows, and especially if it's 32-bit, your experience should be somewhat smoother.

I finally got BOTH of these 9005 LEDs working as both High Beams and DRL in my 2006 RX330.

The solution was one of two sets of "LED Intelligent Decoders" sent to me for testing by the original Amazon seller. It's this:
