Engine splash shield connectors?

Engine splash shield connectors?
After having replaced the power steering pump on my daughters RX330 the mechanic slapped the splash shield in place with an assortment of hardware, most of which fell out within the first 100 miles damaging the original shield. We purchased a replacement along with some plastic rivets which were recommended. However during installation the frame holes that apparently are for fastening the shield are much larger than the rivets, maybe close to 1/2 inch diameter. Is there some kind of insert that is supposed to go in these holes or do I just have the wrong plastic rivets? The rivets are approximately 1/8-3/16 in. diameter.

I appreciate the help but neither one is correct. I found out that the correct plastic rivet is P/N 51453 which attaches the shield to the 13mm hole in the frame. There are some M6 fasteners attaching the front of the shield. The small dia rivets I believe are for fastening the fender liners.
