Any OBDII scantool should be able to scan check engine fault codes for the RX 2nd gen. Subcodes and codes in other systems need special toyota software. There is nothing unique about the rx 2nd gen in that sense; all toyotas and lexus' of that era will behave this way.

The connector for the OBD reader MUST HAVE 12 volts on pin 16 to tell the reader that it is plugged into a car. There is a fuse for this - it is called OBD and it is a 7.5 amp fuse.

The fuse is located in the fuse block under the dash approximately above the driver's knee. Remove the caover and read the labels. The OBD fuse is in the left column about 3/4 of the way down.

No. It's not their fault. They can read codes for engine errors only (mostly), but your car has many other electronic blocks that could have an error (brakes, airbags, etc.).
PS: I had a problem with ABS, and specialized mechanic was able to read the error code only (and dealer as well )
