Car starts without brake??

Hey there guys
reposting this in the correct forum.
My rx400h (2006) with 200k miles has a new problem I'm confused with.
The car starts without needing to depress the brake? Someone else mentioned this was the brake interlock feature but can't find anyone else, with any other car make even, with this issue.
Any ideas?

To start the car, the shift lever must be in the PARK position, but you do not have to step on the brake pedal. In order to move the shift lever out of the PARK position, that is when you must step on the brake pedal.
