In my experience, Toyo is not good for cold weathers.

I’ve had both Toyo summer and winter tires when in Alberta, Canada.
For summer driving they are smooooth as silk. The snow tires were great on stopping.
All that being said I do understand tires have several factors to be evaluated on and it’s upto the user to decide... Some factors are... in no order :-
Ride
Road Noise
Braking Efficiency
Mileage MPG
LONGEVITY
Availability
VALUE 💰
Unfortunately no tire leads on all category. Just remember your life depends on your tires.
When in Canada I placed preference on Traction and owned a set of Winter Tires and All-season Tires.
Here in Florida I place preference on Wet-Traction and Smooth Ride.
Btw. Adhering to posted tire pressure makes a huge difference on ride.
