it had no check engine on
and no obd2 errors via bluetooth cheap dongle

that is the problem
so, ECU was modified right?
tech inspection prior owner did in 30 September 2020
CO2 emission idle CO2 % 0.0 of max allowed <0.3
CO2 emission throttle 2000 rpm 0.0 of max allowed <0.2

so just a few months ago it was perfect

bought this lexus through shady resellers 06 Feb 2021
tested same day after 2 hours
CO2 emission idle CO2 % 0.5 of max allowed <0.3
CO2 emission throttle 2000 rpm 0.4 of max allowed <0.2

complete absence of cats therefore
inspector said there are no cats, but no cut outs are visible

shady reseller blames me that I cut out cats on Saturday, at minus 20 C, within 2 hours

what is the cheapest way to pass emissions?

Hi friend,
Maybe go to a different shop with better reputation and test again because something doesn't sound right.

You would be throwing codes.
There is no way the technician can put the sniffer in the tail pipe and make these accusations when there is no evidence the cats were cut out.

could you please check my car in lexus db

these scammers are pros, man :/

even prior check up in casual car shop would not reveal bad emissions
because they don't do it

only in special gov inspection centres it is done

Is there any warranty period when you can return car? If no, I would recommend to find a lawyer and discuss possible solutions.

Oh wow.

So if the shop testing your car is legit something is definately off.
Doubtful the ecu was modified but if they are scammers who knows.

Also, if they cleared the codes it may take a few drive cycles to throw a code for "catalytic converter below threshold efficiency" but you should be getting a code.
Do you have a local shop that can scan your car and test the cats?

FYI Lithuania is the country in Europe where totaled cars from Western Europe or US become "clean title, no accidents, grandma was driving to church"...
PS: In Eastern Europe it's not a problem to remove catalytic converter or oxygen sensor and install a resistor to turn OFF the check engine light.

Only trying to help and my last post.

Maybe they are scammers I don't know but I would still have someone trustworthy inspect the exhaust for any modificatons before assuming a tampered ECM or cutting out Cats if there is no visible evidence of recent exhaust work.

Also, If you are wondering if someone disabled the Check Engine Light this can easily be checked by pulling a coil pack plug since you will see the Check Engine Lights immediately- you will have to clear the code of course.

One modification that comes to mind is an O2 bung extension to bypass a failed O2 sensor. It moves & relocates the O2 sensor out just a little to maipulate the feedback.
Sometimes people will do this to clear a check engine light & codes to sell a car but may not pass inspection until the O2 sensor is replaced.
