Default Cannot adjust beams

Turning and nothing happens.
No ups or downs.
Adjusters are broken?

How could i adjust them mechanically?
perhaps zip ties would help?
But lights are not moving when i press on them

i do not know.
I think halogen.
Paid 38 euros for each bulb

Sounds like Halogen. I ask because if it's HID (or xenon), it is a bit different to adjust due to the moving projector (AFS). Keep turning what you marked "B", it takes a few turns to see any movement, also helps to have at least one person in the drivers seat, adjusting it while car is empty will be different once you sit and drive.

which way do you turn gears to lift beams up?
both vertical and horizontal gears must be turned in tandem?
I do not have AFS and HID
my lexus is the most basic variant
I turn and turn and nothing happens
gears are broken?
how to tell or fix?

Why do you think they should follow your steering wheel? It sounds like, as you said, your's is a basic setup. I don't think hid lamps that rotate were 'standard'. AFS is for leveling of beams.
