2009 rx 350 not starting

I have a 2009 RX 350. It will not start. Starter motor does not turn over. Vehicle has a new battery, new starter motor. All fuses are good. Smart Key battery is good. I measure 12-13V at the engine fuse block. When I turn the key, the panel lights go out. I hear a single soft click (which I perceive to be the starter solenoid. I thought the problem might be the engine immovability feature. I tried locking and unlocking the doors (with the key) multiple times. That made no difference. The anti-theft system seems to be working as it should. The indicator light comes on when the key is removed from the system. The light goes off when the key is in the ignition. There seems to be power throughout the system. It would be nice if the engine would start. Has anyone else run into this problem? Am I failing to do something or check something that I haven't mentioned? Any help would be greatly appreciated.

I know you mentioned a new battery but the lights dimming and only a single click to me is a tell tale sign of a weak/dying battery, good voltage =/= good amperage, I've seen a few batteries measure 12.2V and still can't crank an engine. How new is the battery? Brand? CCA? Manufacture date of it?
Hold off on thinking it's the immobilizer if you can't even get it to crank, having played with the immobilizer when I installed remote start on my old RX330, engine will turn over but will not "catch", you will be able to have the starter spinning for awhile which you aren't even there yet.

Did you clean the battery terminals/ground?.... did you have this problem before the new battery/starter or after.... scrape the dirty lead off the wire terminals with sharp knife
