Already great posts for ideas.
Can't help but to think you got a half hearted answer from the alignment shop cuz how can the rack be loose if you say the bolts are tight?
If rack bolts are tight there is something else going on as suspected by members above.

In addition to what's already mentioned, did anyone make sure the mounting holes for the reman rack fit the bolts properly without slop.
Just throwing out another idea to add to above for brainstroming...

If you want another thing to check, check the steering column u-joint that connects the column to the rack. If that is out of adjustment, it could cause a popping sound.

It's Saturday steering rack day! I'll update on what the guys do today and if it worked! Thank you!
