This is correct
I took replacement part out of the box and it was obvious.
Got to fit around column. Letting my mechanic friend do this. I really don’t want to remove steering wheel. Thanks!

The steering wheel is really easy to remove. No puller tool required, just a 19mm socket, extension and maybe a bonk or two with the palm of your hand to free it. Make sure to mark where it fits on the splines so your wheel is straight after. I don't see a way of it coming off, unless it's an older Toyota like a 1998 Corolla where it's not wrapped around the column.
