Anyway... to answer your question, "Yes"... the dial is set to max. I have not checked the passenger seat to see if it's the same.
In yours...can you actually feel the air cooling your rear? In the Yukon I drove, you could not only feel the air flow, you could freely feel the COOLNESS of the A/C supply.

Just picked this up last Saturday, 2013 RX 450h
Really not sure about all the options but going over the 2013 brocure I believe it has:

Ok, so I am new to this forum.. but have owned my RX for about 2 1/2 years
RX350 Fsport 2014

Silver Exterior / Black Interior
Previous to my RX 350 I drove a Prius. My husband works for a Lexus dealership and setup the deal once I picked the RX. I can tell you more about the functionality of kids car seats for safety in the RX versus the endless options(AWD, Heated/cool seats, Parking sensors, Navigation, XM Radio, Mark Levinson package, Tow Package..ect)...but hey, I try.
I have absolutely loved having this car and our next adventure could be a GX soon.

Had to reset due to forgotten password. 2013 RX450H with 65,000 miles purchased new. Nav and luxury package. Also 2014 Rx 350 bought cpo with 8,800 miles as of may this year. Same equipment. Both silver mine with saddle tan interior and her 450 with silver interior. Love them both!!
