I have my climate control set to auto. When I get in the car on a cold morning and set the temperature to 78 (or thereabouts), COLD air blows on me. Only after waiting a few minutes does the correct temperature air blow in.
On my old Honda, the climate control system wouldn't blow air at all until the temperature was correct. Isn't this the way it should be?

on all the lexus models I have owned, there hasnt been one that waits for the engine to heat up before blowing hot air, so that might be specific to honda.
Of course, on a cold morning with a cold engine, it is normal for it to take a few minutes for the heater to be effective

My 2001 Highlander's fan wouldn't kick in until the engine heated up. This past winter my 2010 RX did the same, though it was hard to tell since it's so quiet. I don't remember having cold air blown on me.

IMO. For many of cars, the heater core system is like a small radiator behind/insides your cabin and the coolant flows through it. The lack of flow of coolant through the heater core or any possible corrosion may result in a lack of warm air inside the car. You need time to get it work. I don't know how Toyota designs their heater core system and how the temperature sensor/system manages the hearter, maybe this is the minor design flaw!?
Although I do experience many cold days in a year, I don't really recall this issue or pay the direct attention to this heater stuff in the past. I'll see what happens next time...
But I do remember, for roadsters, it seems their hearter always kicks in quickly. Maybe the car makers add some additional small object emitting heat. Anyone knows? Thanks.

Mine is delayed. I have it on auto and it does not blow air till it's warm. Also, it blows at my feet and not on me directly.
Those days are gone for now as I am using the A/C now.

The A/C is programmed to turn on for defrost/inside windshield condensation despite the temperature you select. I went into the nav screen and turned it off. You might want to try that to see if it helps.
Rillo is right. The 450h takes forever to warm up. I was lucky if I got any heat in my 8 mile city commute to work this past January and February. Dealer told me it's normal
But I have remote start to get a jump on it. So glad I did!
