2010 nav override with toyota part?

I heard a rumor that the grayed out navigation and bluetooth options can be enabled while in motion by installing some official Toyota part somewhere behind the dash. The part supposedly comes from the non sue-happy countries of the world where the navigation and phone features are always enabled. Google and Forum searches are getting me nowhere. Anyone have any leads on this?

I can confirm that my Rx450h originating from Macedonia has phone and nav functions enabled while in motion.
Whether it is implemented by a separate module, Radio assembly or software I don't know.

Yes, I am living in Finland and were also somewhat surprised that Lexus did not have any limitations in place, because my Prius (purchased from Finland) had those.
On the other hand I'm a bit concerned to take my Lexus to service in Finland if limitation is software based and upgrading Finnish software would disable the functionality.
