Can i lock the speed from the car itself ? Without obd and these stuff!

I am not sure what you mean by "lock the speed" and then adding a reference to OBD (I know what OBD is). Could you clarify?

Are you talking about setting a maximum speed the car can go to? If so, then I don't know of a way other than just watching your speedometer. On some newer cars (my Corvette can do this) you can set an alarm to go off if you go past a set speed. Possibly it's a feature on the newer RX models but it wasn't one on my 2010.
