If you search for Plastic Auto Fasteners, you cna find several options... some with a simple rounded head that only push into place, some with an internal rivet pin which pushes into place and spreads two "wings" on the back side, and some with screw heads which spread out expansion wings on the back side behind the bumper surface.
I'm really glad you asked that question because I, myself, had wanted to eventually investigate how to clean up that front license plate holder since we do not require front plates in my state. Now I know what I'm going to do!

The RX I recently purchased had the dreaded front plate holes. I live in AZ and the front plate is not required here. I purchased a pack of two Hillman nylon 1/4" hole plugs in natural from Lowes for $1.04. I painted the plugs with about 6 coats of touch-up paint and two coats of clearcoat. I carefully cut away the rough spots using a precision knife. Then I used a hair dryer to warm the hole and the plug which allowed for easier insertion.
I looked at Bumper Plugs but didn't want the larger plug area that they provide. The 1/4" is about as small as you can get. I also bought the 3/16" in black but they were a tad small for my application.
The picture below is a bumper plug to show the size difference.
