Rust repair recommendation?

My wife's 2010 RX350 has a bubble on the lift gate just above the chromed piece with the backup camera and lift gate locks. Looks like that piece needs to be removed for a decent repair. Any advice on removing it? Photo attached.

Reapir is one part, but you must invest in figuring out why. You need to block the source of moisture .. inside, outside or the edge.

Since you already have the paint bubbling you want to make sure the area is properly taken care off. As already mentioned it is important that you get the the source of the problem, if you just do a cosmetic cover-up it will come back. IMO you should take it to a pro, have them inspect it and then they will treat all areas that show rust with a rust inhibitor prior to any cosmetic touch-up.
It's tough to tell from the pic, but it looks like there are two smaller areas to the right of the bubble, just above the trim that look to be small scratches that if not taken care of could cause a problem down the road. Again, hard to tell from pic, maybe it's just dirt?
