Here is the video of it not sure where this noise is coming from. I’d appreciate if someone can help figure this out. The noise is coming regardless of if I hit the break or moving or stopped. The noise is coming from inside somewhere under the steering wheel.

It sounds like front shock absorber support.
Still no way to be sure where it comes from on a video, but should be easy to hear from outside the car if it is.

Some wild guesses. Some of the earlier Toyota electric power steering units had issues with the magnets coming loose and binding with the steering column. Not heard it happening on the RXh, but just something that popped into my head. 2nd guess, maybe one of the mounting nuts for the steering column is just a tad loose causing some very slight movement and noise.
