Is it reasonable to expect/demand that the dealer installed the latest update? I can’t imagine that there’s any cost to them.
Similarly, I assume that there should be 2 fobs.

I would make it part of your negotiation demand as they rarely budge on price with L certified and it will cost them next to nothing. Yes 2 fobs and sometimes the credit card fob you can keep in your wallet (it costs a bunch more money, but with a used car, you never know if the first owner got one)
Also new or great tires depending on the mileage. You can insert the VIN into the Lexus owners web site to check the maintenance history at Lexus dealers. https://drivers.lexus.com/lexusdrivers/
Just join and insert the VIN.

Yes there should be 2 fobs, user manual(s) and certificate of inspection. The tread on tires must meet a min standard as described in the L certified brochure.
Apart from the items listed in the brochure, you can ask for the world and it depends upon the negotiation room and how eager is the dealership in selling.
I would suggest first get the price down to what you are ok with and then ask for any goodies that are important to you. Be frank in your discussion with the sales person and ask him/her to take your offer to the sales manager. Np one knows the exact cost of the Nav update but lets say it is $250. Do you think there is room for additional 250 discount? Personally if the Nav data is 2 yrs old, I would look for another goody. Nav is not so great. I have to rely on my phone many times.

To my surprise they did drop the price $1,000 so I suspect that’s as much as I’m going to get. Certified 2013 w/67k miles Out the door including taxes and fees $24.9.
Carfax shows 1 owner who got every single service at this dealer where he bought it in 2013. I figure that any owner who overpaid for 6 years probably took pretty great care of it otherwise.
