Could be, but not necessarily. I would clean and lube the gas cap seal. I would also clean the area all around the gas cap and inside the fuel filler door. Then watch to see if the problem reappears.

If it was a bad gas cap, Check engine light would have come on.

More likely spilled gas attracting dirt.
Wash your car and see if it comes back. You may need to give that area extra attention, such as cleaning it with a degreaser cleaner spray such as 409. Maybe wash it with some dishwashing detergent.

^ Excellent advice. Just be aware that depending on what product you use, it can strip away the wax.
