I read the manual and fuse diagrams for both the Engine Fuse box, and the Passenger Fuse box, but can't find the fuse location number. Also, my when I turn on my left turn signal both sides flash as if the the Emergency Indicator was on. (bulbs work).

Just like your deduction that the "bulb works". the fuse will be good too (since the bulb lights up). Fuse typically supply more than one load (I seriously doubt that there will be a dedicated fuse for left turn signal). Are there other dead circuits? If not then search on. I would suggest, try to get hold of the electrical wiring diagram to logically narrow down the problem.
