vacum actuator before engine air filter

Well, it worked, no lag on acceleration from stand still, it behaves more predictable when you push accelerator. Less drone from the engine, i had annoing vibration/droning at 1500rpm. It's my wifes car, so I didnt tell her anything, lets see if she will notice something tomorrow.

Hadn't ever noticed this. Nice find, I'll have to try messing with it.
I had a 04 Mazda6 V6 that had a vacuum flap like this. Someone pulled it out and did before/after dyno runs and found that it actually restricted horsepower quite a bit. The upside was that it quieted down the intake roar below 3500rpm, and still let it make appropriate noise and power above that. IIRC the dynos were showing +25lbft below 3000rpm, which is more than 10% gain for that engine

If you're looking to eliminate restrictions, remove the fabric mesh carbon filter just downstream of the engine air filter Right there in the air box. The plastic frame of that filter will break when you remove it.

I have done that already, I found this prefilter on my 4runner years ago and it make my 4runner sound better under acceleration.

The engine drone sound is best handled with an exhaust damper or 2 as discussed here
