Default Metal Plate hanging under the car

Hello,
I purchased a 2012 Lexus RX350 with 95k miles from a dealer about 2 months ago. I noticed a week ago while walking towards the car, driver's side about under the back, left passenger area, there is a piece of metal plate or shield hanging lower enough to be noticed. I had my husband looked under the car and he said it's not loose or doesn't move but just not flushed higher up than he'd seen with other cars. I probably bought it that way but wondering if that's a concern.

is the metal plate supposed to be covering this?

All appears normal and that is just the way the underside looks. You could ask a shop to look at it next time it is in for an oil change if you are still concerned.

Comparing the 2 photos, that metal piece can probably be pushed up with your hand or a rubber mallet so it is more flush like in the other photo.
Probably some road debris or a speed bump snagged it and pulled it down a bit.
