Headlight short

So what I thought was a relay issue turns out to be a short, traced to the right front headlight. When plugged in, it blows the10A fuse for turn signals and hazard flashers. Unplugged, those signals work, but no headlight. Now, the dealer wants to sell me a new headlight assembly (3 led light beam version) at near $4000 for the part and another 400 to install. Does this make sense to anyone? If the light and driver/module work when plugged in, can the assembly be causing a short? I am totally perplexed by this! Any ideas out there?

Any electrical load can be shorted. I would take it to a Toyota dealership and see what they say.
