Technically not. All the regulation says is the car cannot be sold with such as an option or accessory. As long as Lexus does that, the regulation does not instruct them how to do such. So if they want to simply reprogram the lenses, then ok. If they have to physically just limit access they do that.

I'm surprised no one has figured out an aftermarket way to do this. If the overseas units have it, it must be a simple relay or switch. I would buy it and I think most of those on this thread would be interested, as well.
