You have the wire, but likely no power. There is a converter box inside under the passenger side luggage compartment trim that is likely missing. You also do not have a transmission and engine oil cooler. I would not tow without a transmission cooler.

How would i tell if there is power? What would i be looking for in the compartment?

You should have a tow fuse if it is wired. Check the manual for the position of that fuse and check to see if there is a fuse there. You should also be able to check the voltage with a volt meter. With your lights on you should be able to read 12v across at least two of the wires.
Or just check with your dealer, might be safer and easier.

Wow you are right, the manual says its not recommened for towing or even putting a tow hitch to hold a bicycle. I just wanted to either put that or at most tow a little aluminum boat to go lake fishing with... damnit.

I read about the bike rack also. I have a hard time believing that a towing pkg. is needed for a bike rack that fit into the hitch receiver. I put a hitch on my 2016 rx 350 for a bike rack and will use it. The tow hitch is bolted in the same place -- with or without the towing pkg.
Perhaps Lexus should advertise that the rx350 is not able to carry a bike on a bike rack that fit into the receiver.
Yup I agree, and I dont understand why the old accords were able to tow at least 1000 to 2000 lbs and this cant tow anything at all?
I plan on towing max 1000 lbs, ill probably add an aftermarket trans cooler just to be safe, although my friend who worked at toyota/lexus for awhile said there is a integrated trans cooler already under the radiator. When I looked I did see some lines going to the bottom of the radiator that said AT-OIL... so sounds like there may be something already... although not as robust as the one that comes with the tow kit.
I am betting Lexus is worried about when you sell the vehicle and the new owner tows a boat instead of just using for a bike rack.
Lexus is just covering the bases.
Perhaps but the new owner will have to wire the vehicle for lights in order to tow legally. I imagine that, to wire it correctly, would require a bit of expertise.

The wiring actually seems in place, and i checked the fuse box and the tow fuse is also in place. I havent checked for power or if the converter is there though.
