My 2020 also does that.

Yeah, it's LSS 2.0 or 2.5 and those came in 2020-2022 RX models.
2023 now uses LSS 3.0

As I said, welcome to Toyotaland...........
Exactly. I think some people may get confused as to where the speed indicators come from. On the 2020s forward, the HUD and the multi-information display show the speed seen from the Road Sign Assist (RSA) system. The GPS shows the speeds from its own data source. Two completely different systems after 2020, but I can’t speak to the earlier models.

On a related note, I have noticed that dynamic nav (2020+ RX) doesn’t correct this in GPS when a speed limit on a particular street has changed in the past few years. So in those instances, two different speed limits show, the one picked up by the RSA camera and the one from the GPS data (whether stored in the vehicle or downloaded from the cloud). I don’t know anything about the dynamic nav, but assumed it would load updated streets and other data but my expectations were clearly too high. I’m sure it also depends on how recently the GPS data provider refreshes their data, but there is a three year old change in my area that still has the old speed in GPS. I didn’t think it would take so long for the GPS provider to update… (and yes I know this may not be the same issue for phone based GPS)
