Not sure if it's the same on your RX450h, but on my GS350, ECO mode turns up the seat heat so it can turn down the ventilation heat and still keep you warm.

See settings 9 and 10 of this document where it tells how to set the left and right seat heat limits. Mine was set at medium max heat and I just changed it two clicks to the right to maximum:

See picture above of the setting screen from my RX-450. You have to have the ignition on or these vehicle settings will be grayed out. Not that these settings are not accessed via the CLIMATE control icon that appears when you first enter the MENU screen. They are under VEHICLE SETTINGS! I'll try these out tomorrow to see what the affect is.

Couldn't wait. Just took a long ride and tried on the settings. None of the settings had any effect on the steering wheel temperature.
As mentioned by JDR76 above, the ECO setting when activated, immediately turns down the cabin heater fan speed although I didn't detect any change in the maximum seat temperature at the MAX seat heat setting.
The Auto Seat Temp setting had no effect on the maximum seat temperature in either AUTO or maximum manual seat heat modes. What it did do was keep the AUTO seat heat level (as indicated by the 3 LED's) on a higher setting longer as the car warmed up.

I never looked at the climate control on the large screen, only on the right panel.

My thoughts exactly! My heated steering wheel is barely noticeable. Compared with my previous vehicle, which had a wood & leather covered steering wheel, the Lexus optional heated wheel is flat out pathetic! My seat heaters are wonderful & I have no complaints with them. I wonder if there is a setting somewhere that can be adjusted to get hotter - anybody know?

Yes stays at max longer.
But then again, when set manually at max it was not that hot before and we got a fix that we suspected to cause a ground in the rear camera that prevented the guide lines to show when colder than 10 deg Celsius.
They changed the camera and now the lines show and the seats are way hotter than before!
