Default CPO Instrument Cluster Condensation

Just had a 2016 RX450h L/CPO delivered last Sunday. Love the vehicle and couldn't be happier with the dealer, deal, etc. However, there's one small detail that I'm trying to resolve. There is a rash of internal moisture/condensation from the INSIDE of the instrument gauge. In the pics of the vehicle online, I thought this was from a flash from the phone. The dealer has been receptive to fixing under L/CPO guidelines. But I am curious as to why this would occur? Is there some seal that has been broken? Is there an issue with moisture reduction with the AC? Interested in your thoughts.....

I would wonder if it's really moisture or some sort of film? Does it go away after you've run the A/C or heat?

When you shine a light on it with a flashlight its definitely small drops of water. Don't know how/why it wouldn't have evaporated by now.
