Default Brake Fluid Replacement - Scan Tool Neeed or Not?

My 2016 Lexus RX350 is due for a brake fluid replacement.

I was planning to take it to an independent garagage to get this done. Can they do this job without the "Lexus Scan Tool" (which is needed to change brake pads)?

Why not ask the shop you're considering this question? If they don't know, perhaps you might not want to go there. I wouldn't.
