Is 10% off doable on a CPO?
Currently looking to pick up a CPO 2016 RX450h with 19xxx miles on it. Dealer wants $40899. Told me I already got the internet pricing and to make this deal work he’s going to knock it down to $40599. He made it seem like he was very motivated to sell this car, told me that it’s the end of the month and he’s gonna work something up to get me in the door to get the car and then sends me a quote with just $300 off what they’re asking for lol. It’s been in the lot for 2 months as well. Are all CPO’s like this? I know CPO costs a bit more than used but sheesh do they get no discounts?

Unless you're drooling over this particular car, this is "Negotiating 101". Tell him you're not sure and will have to think it over. Make sure he's got your contact info and let him sit on simmer. The end-of-the-month thing is about over till the end of June. When I was negotiating for my 2017, it didn't take long to get a phone call.
Why pay 40k for a 2016 used when for 5k more you can get a brand new rx 2017-2019 versions

Looking at the prices paid forum it looks like a $55K MSRP new car is selling for about $47K including the current rebates. If you are OK with used your price seems reasonable for a CPO.

They will always tell you their price is rock bottom and they just can not discount anymore but they always can. There are 13 2016 RX450h for sale in a 250 mile radius of you. Their price is the 4th highest. Average asking price is around $40,000 which means selling for around $38,500. Yours has low miles at 19,000 and new tires and a wheel alignment. These two would cost you about $1,000. Factoring all this in I think $40,000 would be a good and attainable deal. Stay firm and tell them all this info which is why you are offering $40,000. Fact that it has been there 2 months is in your favor. I would tell your salesperson that when they are ready to sell it for $40,000 you will be back to give them your money. Leave you name and #. $40,500 would be my top offer. I have a 2017 450h with the same exterior color. You do have the safety features which is an option on 2016's and standard on 2017 and up. Make sure the new tires are a good brand (Michelin, Bridgestone etc.)

When I was searching Cars.com for how many and range of price, I found his car in White Plains, NY. Carfax and Lexus owners website reflected new tires just installed along with a four wheel alignment.

You are right about the drone issue only in the gas model. You are also correct in that a 2016 with the safety option is no different than a 2017-2019. So this 2016 with only 19,000 miles and two extra years of warranty and two extra scheduled maintenance certainly has some advantage over new. Key however if it is really good shape, No rim rash, door dings, front bumper does not look like it has been plastered with small highway chips etc. Register at Lexus owners web site and add by the vin #of the RX. At 19,000 miles not unusual to replace the tires. I replaced mine at 25,000 miles. To certify it there is a certain depth the tread needs to be. My guess is they probably could have gone another 5,000 miles. On the Lexus owners site it shows the previous customer had all the scheduled service completed.
There are three issues the previous owner had and seems like the dealership fixed all.
