Unhappy Adding cell phone to 4th gen rx 350

Is there a way to just add a new smart phone without having to pay for enform services? I looked for an hour on the internet and it seemed like enform is a requirement to use my cell. I don't want to pay for enform services every month.

Sure, Enform is not a requirement to use the Bluetooth connection in your car. Just associate your phone with the car's Bluetooth -- use the Settings > Phone menu item (and have the phone's bluetooth on, of course)..

Pairing a second or third smart phones with your car does not require Enform. Just keep in mind that if more than one BT device is in the car at the same time the car will only pair with the 1st device it recognizes. If you want to use Enform on more than one cell phone you still need to have an active Enform account. Depending on the year of your vehicle Enform might still be enabled assuming you have not paid for and account after it expired.

Basic question has been answered correctly, you can pair up to four (4) phones for free.
You can even touch "Media" on the dash and change the Bluetooth music connection to a second
device while driving and the Phone function stays with the first (Legally should be the Driver's) phone.

The Enform question has a variety of answers for the 4th Gen RX...
2016 and 2017 Lexi had the Safety Connect (overhead SOS button) trial of 12 months then $80/yr subscription
2018 and 2019 Lexi had the Safety Connect free for 120 months, 10 years! Presume to be $80/yr after 2028...
2020 and 2021 Lexi have the SC complimentary for 36 months

An added feature to the basic Telematic SC is the Remote Start App, now downloaded as the "Lexus" app (Black w/Arrowhead)
2016 - 2019 have a subscription cost of $80 year so (hang on) 2016/17 are $80+80=$160/yr but 2018/19 are only $80/yr because the SC is free!
When the Lexus App is subscribed then the key fob can also RS from close range by pressing the lock button 3X quickly, holding the last press.

2020 and 2021 model Lexi now have everything complimentary for 36 months, phone app, fob start, dynamic Navigation, Safety Connect
