I know when we picked ours up, it was sitting on a shelf in plastic in the delivery area and the tech said she would install it. They must have forgotten yours.

I could be wrong but what's included in Canada is not necessarily included in the US.
Pretty sure mudflaps is one, maybe cover?

I agree, it's standard, if your car doesn't have it - the dealer nabbed it during the prep, call and complain loudly.
