Toyota dealer servicing Lexus
Toyota dealer near my place said they can change oil and perform service on Lexus vehicle. They also said for Lexus they will use only Lexus recommended oil and parts. Is that safe to use that option once free service period expires? They also said it is cheaper than getting serviced at Lexus dealership.

Many people I know have been doing this for years and years. They use the same things that Lexus uses and yes they will be a little cheaper.

Toyota dealership 10 minutes away and Lexus 30 minutes away. I use both and yes Toyota dealership is cheaper. Routine maintenance Toyota. If I have a repair would use Lexus. Consensus is if dealerships are owned by same they will not let you use both. Mine are two different owners.

Would a Toyota dealer do the included Lexus COMPLIMENTARY services at no cost?

Toyota dealer is 10 minutes away and a little cheaper. Lexus dealer is 1 hour away. My part of Texas has numerous Lexus owners. I'm sure most are going to Toyota for maintenance service.

Toyota waiting room always have 30 people, smells funny. Plus those two, three annoying ladies talking loud on their phone. Lexus lounge has free snacks, loaner cars, etc.... of course priced into your service fees.

I have not been to my Toyota dealership yet. My Lexus dealer does a 3 egg ham and cheese omelet with toast and great coffee. I always look forward to my visit.

Almost certainly cheaper, and you can save (at a lot of dealerships) if you simply specify what is to be done at your whateverK service, such as saying oil change, rotate tires, etc, as opposed to specifying "I want the 30k service" which is ludicrously priced at many dealerships.
When I bought my 2013 Lexus I got an estimate for all the various servicing costs well past 120k, and by simply going to a Toyota dealership and specifying what I wanted done, I routinely saved 60%....no reason to pay $200 for a glorified oil change.

Edit: Oh, and I believe that having service done at a Toyota dealer is no better for warranty than going to an independent shop.

The Federal gov has a law that maintenance can be done at other locations and not void warranties...Magnuson-Moss Warranty Act (MMWA) prevents manufacturers from using disclaimers on warranties in an unfair or misleading manner
Indy repair shops can perform maintenance without issue--unless it would be gross negligence on the repair
