Regardless of price. Rotors being made out of metal will rust. Some contributing factors for you could include the following.
- It's winter. Looks like Virginia is getting swings in temperatures for day and night as well.
- Heat differences can cause condensation.
- Your wheels are dirty with what looks like dirt/mud. Which would appear you've been through water. Pretty good indicator for your concern.
I could go on, but I figure you get the point. Bottom-line, it doesn't impact how they perform.

In northern climes this problem has become way worse with the extensive use of brine solutions on the roads in Winter..stickier than mere salt.....local mechanics who know their stuff advising people to hit the car wash as often as possible. Otherwise brakes rust out prematurely.

If you own any car it is normal for brake rotors to rust. Cast iron rusts.
Drive it regularly and apply the brakes a bit harder to ensure the regen stops and the mechanical brakes pad touch the rotors to clean the rust.

The OP’s complaint is about the rusting hats of the rotors.

The picture submitted was of the REAR discs. The fronts has aluminum hubs.
When the rotors are (eventually) replaced, specify COATED rotors. These have a protective coating on the hubs and inside the cooling vanes.
Here is an example:

I've had factory rotors actually CLOG the rotors's cooling vanes with rust & scale. On my previous SUV, I would run a screwdriver through the vanes whenever I rotated the tires. (Try and get a dealer or tire store to do THAT)
