The federal law requires 70 % VLT. By the way, as the thread starter, I started the topic about NOT having color in the tint at all (so tint is a misused word for this thread, from a scientific standpoint) - in case you haven't read the thread. The technical criteria used is Visible Light Transmission - VLT.
Any factory glass will will have VLT reduction relative to vacuum. Even clear air has VLT reduction relative to vacuum. And a car that is unwashed for months is likely to have VLT reduction relative to its washed state - perhaps even worse reduction than that of a washed car with Air 80 film.

California window tint law restricts windshield tint on top 4 inches.
Front side windows must have 70% light transmission or more. Back side windows and rear window may have any tint darkness.
