Instrument Cluster warning light question

Instrument Cluster warning light question
Did a search, but couldn't find anything on this particular question.
QUESTION: Do the four warning lights I've identified below light up when you first turn on the key?
I've checked every bulb on my cluster and replaced the every single bad one (note to Brian, I used factory bulbs in this case, not the afermarket ones from the local light bulb supplier). Then, after twisting in every light holder, checked either side of the connections on the board to make sure there was good contact. Installed, and there are four warning lights that do NOT light up with the key in the ACC position. They are:
Low engine oil warning light
Real light failure warning light
Low Engine coolant level warning light
Low washer fluid warning light.
My observation is, I thought EVERY cluster warning light was supposed to light up, at least for a few seconds, when ever the key is first turned on so as to identify any burned out bulbs.
Check next time you go to start your car, and please let me know what you find out. I really don't want this to be a circuit problem.

Mine is a 1994 SC400
Thanks. That answer is what I'm hoping is the case for all four lights.
For additional reference:
The Oil Level light is immediately to the right of the Traction Control indicator/warning light.
The other three are immediately above the temp guage.
