The wheels are Work VS-KF's, they look like 18's, couldn't tell you the offset. Here's a link, it's in Japanese though

Oh, and is this just a OE front lip, can they be found here in the States?

yes, on the 92-94 SC4 models- however they are black, so if you want it to look lik this one you will need to paint it to match.

they are pretty common on soarers- I also see them on alot of VIP cars, I think they are antenneas- I dont know if they are GPS, or XM radio or what though.
