I visited the HRE factory in Vista, California right before the wheels were shipped and asked their plant manager the same question. According to him placement is a matter of personal preference. I think they look good either way and (to my eye) there is only a subtle difference.

They wheels are HOTTTT.

the tires make it look a little beefy combined with the wheels deep lip and the whole package comes together just a tad bit "beefy" looking to ME. It does indeed look hot, and perhaps from another angle i will appreciate it more.

just a tad over beefed for the car from that angle. IMO.
